Footsteps of madness vs Foothills Keep

L5R CCG Rules board, 6 March 2012 to 8 March 2012

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

My dragon opponent announces the foothills keep battle action. He targets a kensai and chooses the wyrmbone katana in his discard pile. If I react with footsteps of madness does he still need to pay the gold cost of the attachment or since I've negated the attaching of the weapon to the personality does he skip the payment?

Footsteps of Madness negates the effects of Foothills Keep's action, which are "Attach [the Weapon] to him, paying all costs."

The whole attachment process never happens, so there is no opportunity to pay the cost of the Weapon.
