A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
A player, 2 March 2012
Jumping into this Seppun Sensei thread:
"After discussion, the relevant trait of Seppun Sensei has been changed to: Your Honor losses and gains will not be negated, substituted, increased, decreased, given to another player, or copied."
Based on the rules for the dishonored state, the process of rehonoring a Personality instead of gaining honor is a substitution. This wording of Seppun Sensei will negate that substitution, so the Personality will not be rehonored. However, the rules also state that "[i]f, during one of these effects, the rehonoring is negated or otherwise fails, the Honor is still not gained." Because this is a "does not" rulebook effect, it is not subject to the Sensei's negation prevention. The end result is that the dishonored Personality is still dishonored, and no honor gain occurs.
I'm fairly sure this is the way the rules would interact with the new wording of the card, but I'm not certain that was intended.

You are correct. I'll check and make sure that's the intent of the new wording.
