if a spell says once per game, and i use Zinan to return that spell to my hand, then i replay that spell i can use the once per game ability again due to the fact it left place and is now considered a new card correct?

Yes, per the Tracking rule, if the card is facedown and out of play (such as in your hand) it forgets that it has used its once per game ability.
