If Bayushi Irezu is at home and a personality duels mine at a battlefield, can Irezu enter this duel instead although he's not at the duel's location ?
Reaction says : Before your Scorpion Clan Personality enters a duel, bow Irezu : He enters the duel instead
As reactions are not subject to rule of location and the weird "enters the duel instead" wording doesn't specify anything about location, my guess would be that he can.

Your assessment is correct.
Irezu doesn't have to be at the same location as the Personality he's replacing in the duel.
