Heavily Engaged vs Consideration

L5R CCG Rules board, 6 January 2012

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

A player, 6 January 2012

I have a personality I have played consideration on (Akodo Bob) I declare an attack and assign Akodo Bob My opponent plays Heavily Engaged as his first action. What happens a The effects of Heavily Engaged on Akodo Bob are negated by Consideration b Akodo Bob bows as Heavily Engaged does not explicitly say target

Many thanks

Consideration Text Open: Choose your performing unbowed Tactician and another of your target Personalities: Give the Personality +3F. After the next time this turn another player's action targets him, negate its effects.

Heavily Engaged Text Battle: Even if you control no units at the current battlefield: Each player targets an unbowed Personality he controls at the current battlefield, if possible. Bow all targets.

Heavily Engaged actually DOES explicitly say "target".

So, the answer is "a".
