If an Event card is revealed during the Action Phase after using the Border Keep Limited action does the event resolve?

If an Event card is revealed during the Action Phase after using the Border Keep Limited action does the event resolve?
No. Events only resolve in the Events Phase.
Additionally, in case it comes up too: Regions also only enter play during the Events Phase, however Celestials enter play immediately no matter when they are revealed.
