I searched for Plans within Plans and Shorai and found nothing. I apologize if this question or a version of this question has already been asked.
I suppose I should ask with respect to legacy.
First turn I flip Shinden Shorai and use the ability on Border Keep so that there is a personality I can buy in that province (we'll say Sakarah for ease). I buy a Rich Coffers (again, for ease). On my opponent's first (or second) turn I play Plans within Plans to bring the personality into play. Can I do this? Shinden Shorai specifically restricts using its ability on my turn; what about on my opponent's?
Relevent Text:
Shinden Shorai: Limited: If this is not your first or second turn: Bring a face-up Personality in this province into play, paying all costs. You may ignore the Personality's Honor Requirement if he is Lion Clan.
Plans within Plans Open: At your next opportunity to take an Open action, you may instead take a Limited action.

You are correct. In that situation it is not your first or second turn. Have fun with the Sakarah.
