First, myself and a friend were discussing the other day we always thought that while playing if you ran out of your fate deck you reshuffled and re-used it. But looking through our little rulebook I could not find anything that actually says that. So which was is it.
Also, with Kyuden Ottomo on the horizon can I lobby for the favor more then once a turn? Pretty sure I cant but thought I would ask anyway.

No you don't reshuffle your Fate deck, unless you are playing in the Celestial Edition Booster Draft Format. If your Fate deck runs empty, nothing special happens, except that you have no more cards to draw.
can I lobby for the favor more then once a turn?
No. The Lobby ability in the rulebook may only be used once per turn, like any abilities that do not explicitly state otherwise (see Abilities).
