A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Regarding this ruling from here: viewtopic.php?f=59&t=94949#p1259886
On the last question, current thinking from the Rules Junta is that an out of play card can still be destroyed. This is unusual, because out-of-play cards are not usually eligible for targeting.
Thus, a Personality whose destruction was delayed by Razor of the Dawn Castle who ends up out of play (but not face down) when destruction is scheduled to occur will still be destroyed and go to the discard pile.
There may be an update to wiki to reflect this in the near future.
Regarding Your Clan Needs You! ruling as well as Hida Fosuko's ability as causing a delay, what happens to a personality in regards to Fosuko's condition as a card that is removed from the game? For this example, let's say Fosuko delays her destruction from an opponent's battle action. And then Cursed Relic removes her from the game at the opponent's next battle action opportunity.
Hida Fosuko Reaction: Even if Fosuko is bowed, before another player's Battle action destroys her: Delay her destruction until the current Combat Segment ends.
If I understand correctly: “Outside the game” is an area set aside where both players, in separate piles, put cards they own that have been removed from the game. Cards removed from the game become face-up when they enter this area. Which means all delayed or ongoing effects still apply.
Does this mean that Fosuko while having been removed from the game during the battle, after the current combat segment ends is then destroyed and put into the discard pile as a dead crab?
Edit: Oops, discard pile isn't in play so your clan needs you wouldn't apply. But question of Fosuko's ability still applies!

No. Fosuko would be destroyed, but not dead.
http://rules.l5r.com/CE_Areas_of_the_ga ... of_play.29: "A Personality who is destroyed in play enters the discard pile in the dead state(.)" Emphasis added. There's currently no rules concerning cards destroyed out of play, as it's a pretty rare situation.

This thread is a follow up to this:
No. Fosuko would be destroyed, but not dead.

I'm confused because on the 22nd in this thread (which I linked to and quoted in the thread previous this one) you said:

You should also probably consider this a follow up to the thread with I Do Not Die So Easily & Cursed Relic here: viewtopic.php?f=59&t=95157
Because my question there was also related to a card being destroyed and then being placed in the discard pile after it had been removed from the game. Perhaps this is just a problem of clarity in the Rules as written, as In play/Out of play seems to be being used to refer both to being in a province as well as to being removed from the game.
Currently I am reading: "a Personality whose destruction was delayed by Razor of the Dawn Castle who ends up out of play (but not face down) when destruction is scheduled to occur will still be destroyed and go to the discard pile."
As well as:
"No. Fosuko would be destroyed, but not dead."
Does this mean if Fosuko is destroyed while she's been removed from the game she goes into the discard pile as a discarded card and not a dead one? As that seems to be the only way the two statements would agree with each other, unless I'm missing something. (which is likely.)

That is exactly what I was trying to convey.
That said, while there is no rule that a card out of play cannot be destroyed, "removed from the game" is more than just "out of play". I overextended from the case of a card out of play being destroyed to an out of game card being destroyed. That was a mistake.
I am correcting the earlier post: a card that has been removed from the game can't be destroyed.
