If I play visage of the orochi targeting Yoritomo Hiromi will it lower his force to 6 or will he keep his 8 force since it says "raise his force" instead of something like "set his force"? I assume it sets his force to 6 since it doesn't say you may raise his force to 6 therefore giving you an option to do so.

Per the normal English definition of the verb, an effect that "raises" a stat cannot lower that stat, contrary to an effect that would "set" it. If your performing Thunder Personality has a current Force higher than 6, the first effect of Visage of the Orochi will do nothing.
