No, if another Tactician is targeted by Akodo Kamina's ability, that other Tactician can still perform a Tactical action this turn, because he does not perform Kamina's Tactical action. Although he is targeted in the constraints block, the rule that says it implies he is performing the action applies only to cards whose most recent printing was prior to The Plague War (see the glossary).
