A player, 18 October 2011
Hello
the situation is as follows:
Player A plays Force of Law.
Force of Law Open: Target your unbowed Magistrate, and pay 2 Gold unless he is an Inquisitor: Target two Personalities controlled by the same player, each with Personal Honor lower than your Magistrate's Chi. Set the Force of one equal to the Force of the other.
He targets with it two personalities, one of whom has 0F (Togashi Shintaro), another 7F (Togashi Sho). He declares he sets Sho's Force to 0F (Shintaro's).
Player B plays Reaction from Ryoshun's Guidance
Ryoshun's Guidance Reaction: When another player's action would target one of your cards, discard this card: Choose another of your non-Stronghold cards at the same location. The action targets it instead, if legal.
He pays the action's cost and he changes targeting of just one target, as the action reads, and instead of Shintaro Sho is targeted.
Is that legal? If yes, how does Force of Law work in that case? Thanks

Force of Law says to target two Personalities: you can't target one Personality twice. Targetting Sho twice with Force of Law is not legal, so Ryoshun's Guidance's Reaction's effect "The action targets it instead" fails.
