Iron Will, Additional Battle Action and Passing

L5R CCG Rules board, 13 October 2011 to 14 October 2011

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Scenario: I'm currently winning a battle (ie more force than the opponent) w/ my Paragon personalities and the opponent plays random Strategy X to which I react w/ Iron Will (and meeting all requirements). He then decides to not use the additional action provided by Iron Will, suspicious that I have Effortless Counterattack in hand. Does him not taking the additional action provided by Iron Will constitute "passing," thus allowing me to pass and win the battle?

Iron Will Reaction: After another player targets your Paragon with a Battle action performed by a Personality with lower Personal Honor: The action's costs are ignored and its effects are negated. That player may take an additional Battle action.

Effortless Counterattack Reaction: Before the resolution of a Battle action that was taken as an additional action: Negate its effects.

I'm thinking not, as he has technically played an action but just had its effects negated but am still not sure as he still has to "pass" on the additional action provided.

Thanks.

Additional actions are taken in addition to normal opportunities to take an action; only normal opportunities are considered when checking whether all players have passed in sequence.

See Glossary, Additional action A granted additional action does not count against the normal sequence of actions in the current segment or phase; for example, an additional Battle action is taken without waiting for, or expending, the next normal chance to take a Battle action.

So I saw this ruling. And the quoted rules don't indicate anything about ending or not ending the combat segment. It seems to me all that rule does is say that additional actions don't take up the normal slot for taking actions. And then there is this ruling from a while back. Stating that the rule for moving on from the Combat segment is all players pass consecutively.

In the case of Iron Will, the additional action is prefaced with a "may", so shouldn't the ruling be a player can choose to take the additional action or not (card text). If he chooses to take the additional action, he can choose to pass or not(rules for action opportunity). Then, if he passes, and all other players then pass game state moves to Battle Resolution, per the rules on action rounds?
