A battle action has resolved. I use the reaction of Stormless Fury to attach it to my Thunder Shugenja. Can I then immediately use it's other reaction and react to the same resolved battle action that I reacted to that put Fury into play in order to bow the personality that performed the action?

Yes you can, assuming the performing Thunder Shugenja is at the current battlefield.
After the resolution of the Battle action, an action round of Reactions to that trigger begins. Assuming you are the active player, you have the first opportunity to play such a Reaction, for instance the first ability of Stormless Fury in order to attach it, then other players have an opportunity to play a Reaction to the same trigger, then you can play another Reaction to the same trigger, for example the second ability of Stormless Fury in order to bow a Personality who performed the Battle action that you are reacting to.
