The Second City's trait is: Each of your cards that is a Courtier or Magistrate has +1F.
Does this mean that if a card is both a Courtier and a Magistrate that the card would get a +2F bonus? Or, a +0F bonus?
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Neither. A card that is both a Courtier and a Magistrate would get a +1F bonus.
"A or B" does not mean "either A, or B, but not both A and B" but it means "either A, or B, or both A and B". That's why it is not a +0F bonus.
To get a +2F bonus, it would require two different traits: "Each of your cards that is a Courtier has +1F. Each of your cards that is a Magistrate has +1F."
