Forgive me for not quoting card text, im posting this from my phone and my phone is terrible.
The card Hold Them Off requires you to destroy a personality as a cost and then checks their personal honor for its effects. My question is, if I am playing out of Shamate Keep and use a dishonorable paragon to perform this action, as I destroy them before the actions resolves, what is my performing personalities personal honor when the action checks it? Zero because he is dishonorably dead or base because of the strongholds trait? Basically, does it check his PH before or after he hits the discard pile.

Zero, because he is dishonorably dead and because your Strongold's trait's effect does not apply to cards out of play, per In play and out of play: "Cards that are not in play [...] are not affected by effects."

It checks PH when the related effect applies, during the resolution of the action, after the cost of destroying him is paid.
