If a personality was targeted with Minor blackmail, and performing action from Emma-o's Guidance, does he/she loose 2 honor or not?

Yes, there would be an Honor loss.
If the action on the Celestial was the next one performed by the Personality after being chosen (not targeted, technically) for the effect of Minor Blackmail, his controller would lose the honor. The fact that the Personality is destroyed first doesn't end or invalidate the effect.
