Say Katahide is attacking, and the opposing player defends. The attacking player uses Sneak Attack on Katahide, and the defender uses Reinforce or No Time for Games. Does Katahida get his additional action. I would say yes, because he never says "If Successful"
Katahide vs Negation
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Whether or not their effects "do not" happen or are "negated", all actions that are taken "resolve".
So, yes, Katahide will have a vaild trigger for his Reaction even if the Defender uses Reinforce the Gates or No Time for Games on your first action.
