If I recon a province using Y. Okitsugu's ability, how does it interact with followers created by we stand ready, Hiruma Toshio, Kyuden Hida exp, or similar actions? If a personality assigned, and the followers were created during assignment or upon engagement, did their "unit" assign?
Thanks.
EDIT - for some reason the forum will not let me reply to my own post. But, has the rules team come to any decision on this?

Under discussion.

Regarding this question:
I know this one is under discussion, but I wanted to add to the topic. The question was originally posed regarding followers that are created during assignment or other movement oddities, but whatever the answer is probably applies to followers who attach during the battle itself, too (such as via any of the sundry Battle: methods of attaching followers). In any case, I think the answer is clearly that any follower gains the ability if attached to a personality who assigned, even if the follower wasn't originally in a unit that assigned, or even in play at the time. Okitsugu creates an ongoing effect that affects all things of a kind ("your followers") that meet a condition (in a unit that "assigned there"). As noted in the province strength thread, cards are subject to such effects even if not in play or not meeting the condition when the effect was played.

So I saw this and thought I would comment too.
The other side of the argument from Qalyar is that Okitsugu's text says...
Recon Limited: Target a Province. While they remain at its battlefield, your Followers whose units assigned there have the ability, "Battle: Bow this card: Ranged 3 Attack."
This is worded like Control, who's effects only last "While this samurai remains unbowed and in play", and as soon as either of those conditions cease to be true the effect ends. With Okitsugu, the only real difference is how many things are being affected, and the condition under which the effect ends.
Therefore any effect that creates/attaches followers after a unit assigns can't be under this effect. If this effect were to apply to created followers wouldn't the text need to say something more like this..."Recon Limited: Target a Province. While at its battlefield, your Followers whose units assigned there have the ability..."
from the rules...
While Indicates a condition that applies if something is true over a given period. [snipped example, for brevity] EXCEPTION: “While” together with “remains” has a different meaning; see “Remain.”
Remain A duration that lasts while something “remains” in a given state ends whenever the thing is no longer in that state.
The effect can't start until the unit assigns, but at that point the follower isn't in the unit, so the effect can't apply to it. The follower is not in the required state(effectively it endded for that follower during assignment).
Truely, the biggest problem with this card's wording is that the "while/reamins" condition is applied to the follower, but the trigger to apply the effect is assignment of the unit.

Errata has been issued for Yoritomo Okitsugu.
