am i right that the word "target" in Agasha Kokiden's action refers to controller and not to the personality ? (real question: can a player/personality do seppuku after Kokiden has been used ?)

No it refers to the Personality, otherwise it would read "A dishonorable Personality's target controller" or more likely "a target player who controls a dishonorable Personality".
can a player/personality do seppuku after Kokiden has been used ?
Yes (assuming he is Samurai or Courtier), the Honor loss comes from an action that targeted the Personality, which is a valid trigger for the Reaction in the rulebook that makes him commit seppuku.
