If I have Destructive Priorities out. I have a dishonoured personality who WOULD perform an honour gain thus rehonouring. Can I react with Destructive Priorities to negate the rehonouring and cause my opponent the honour loss?

No you can't, because a Reaction is always taken after triggered rulebook effects (here, the rehonoring). See the timing sequence.

Just in follow up to this, if you Only Actions Speak an action, I assume it also prevents the ability to trigger the Destructive Priorities?
