One action, two strikes obligated actions

"One Action, Two Strikes 0 GC

Battle: If the enemy leader has taken any battle action during this battle: You may take two additional battle actions after this one. You will not take any other additional battle action this battle."

May I choose not to take the second additional action, or am I obligated to take two actions once I decide to take the first additional action?

Basically my question is: Does the "May" apply to taking two actions, or to taking the first action, and then again to taking the second action.
