Tsuruchi Gosho Vs Consuming the Flesh

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

In a game a few weeks ago me and friend ran into this little combo and were wondering whether or not Consuming the Flesh will stop Tsuruchi from entering play, or just 'negate' his ranged attack.

Relevant cards/Situation:

Tsuruchi Gosho

Battle: If the current battlefield's province has been targeted by a Recon Action this turn and Gosho is face-up in one of your provinces: Bring him into play at the current battlefield, paying 2 less Gold. If he entered play, Ranged 3 Attack.

Consuming the Flesh

Battle: If the current battlefield's province has been targeted by a Recon Action this turn and Gosho is face-up in one of your provinces: Bring him into play at the current battlefield, paying 2 less Gold. If he entered play, Ranged 3 Attack.

The recon has been played on the province, and the Mantis player has all gold/honor reqs needed. Tsuruchi targets a spud at the reconed province, and a shug reacts with Consuming the Flesh.

What happens?

a) Tsuruchi enters play and the ranged attack doesn't happen, and the targeted spud dies to Consuming the Flesh and a new one is created.

b) Consuming negates Tsuruchi from coming into play, the targeted spud dies to Consuming and a new one is created.

c) Something else.

The latter. Tsuruchi Gosho is in play by the time he targets anything for his Ranged Attack, which is the trigger for Consuming the Flesh. Reactions cannot undo effects that have already happened.

http://rules.l5r.com/CE_Effects#.E2.80. ... .E2.80.9DL: "Prevention of instantaneous occurrences is never retroactive. Specifically, if “all effects” of an action or trait are prevented partway through the action or trait’s resolution, instantaneous effects that have already resolved are not undone."
