If Akodo Raemon performs a Tactical action via Sneak Attack and this is cancelled by Reinforce the Gates, can his reaction still be used for a ranged attack?
Another related question is if Akodo Raemon targets Hida Kuon (Exp 6) with a performed tactical action which is 'negated' due to Kuon's trait, can the reaction still be used to target Hida Kuon?

Yes his Reaction can be used; he does not need to perform a successful Tactical action.
