Crippling Weather and Incredible Resilience

L5R CCG Rules board, 7 March 2011 to 8 March 2011

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

My opponent and I both have 2 personalities at a battle and Crippling Weather is in play. He targets one of my personalities (let's say a ranged attack) and I react with Incredible Resilience. What happens first?

Can he bow the pesonality that did the RA due to Incredible Resilience's effect, then ignore Crippling Weather since he is already bowed, or is he bowed by Crippling Weather first and then forced to bow his other personality to Incredible Resilience?

Relevent text:

Crippling Weather Battle: Destroy all terrains in play. Until this battle ends, no new terrains may be played. After each time this battle an action ends, bow any Personalities who performed it.

Incredible Resilience Reaction: After the resolution of an enemy player's Battle action that targeted one of your Personalities: The player chooses and bows one of his unbowed Personalities at the current battlefield.

What happens first?

Crippling Weather bows the Personality who performed the Ranged Attack action, then you play Incredible Resilience and your opponent chooses and bows one of his unbowed Personalities at the current battlefield.

Indeed both Crippling Weather and Incredible Resilience have the same timing (see below), so per the Timing sequence, Crippling Weather's effects always happens before any Reactions may be taken.

Abilities and actions, Action ends: "The trigger “after action resolution” is the same point in time as “after the action ends.”"
