Can Rising Sun Blade destroy a Weapon, Armor, or Item provided that the Attachment in question has less than 5 Force? In simple terms, can RSB be used to destroy Chagatai's Armor?

That's pretty much what a "card without attachments and with 5 or lower Force" means.
