Enticement has the cost in the constraint block, therefore, is it legal for Aramasu's Vigilance to react when using Enticement?

Yes the Reaction from Aramasu's Vigilance can produce 4 Gold to pay for the Gold Cost of the Open action from Enticement, because this is a payment for the action itself, not for the targeted Personality.
