Hachigoro, if i control no units at the battlefield can i still use his battle action cause it would bring him into play for the rule of presence?

Can Reactions on personalities, from other locations be used at the current battle field? Example: Battlefield 1 and 2 have the same personality, but battle one is the current battlefield. i use the personality's reaction at battlefield 1, can i use the one at battle field to also?

No. You can satisfy the exception to the Rule of Presence by moving a Personality to the current battlefield, but This Exception does not apply to effects that create a unit, or cause a unit to enter play at the current battlefield; such effects still require pre-existing Presence.

Yes. Only Battle actions are subject to the Rule of Location.
