Yes, assuming the dishonorable Personality who is destroyed has a base Personal Honor of 1 or more, the destruction happens during the action’s resolution and the Honor loss was not prevented.
For example if I target a dishonored Personality with Relentless Conviction and it resolves would I be able to React with Nukada's Reaction?
Yes, with the same assumptions as above.
