Last Step Castle
Open: Even if this card is bowed, bow your target Personality: Give each of your provinces a strength bonus equal to his base Chi. If it is not your turn, before this turn ends, gain 2 Honor if none of your provinces were destroyed this turn.
Outsider Keep
Reaction: After engaging at a battlefield where you control an opposed unit: Give each of your Personalities there +1F. Draw a card. Discard a card unless one of your Personalities there is a Tactician.
If my understanding is correct, LSC can gain 4 honor at the end of the turn if no provinces were destroyed, is that correct?
And with regard to Outsider Keep, since the trigger of the reaction is upon engaging, does that mean that I can use the reaction twice so I can draw a card twice?

In combination with The Fires of War, yes.
Outsider Keep, since the trigger of the reaction is upon engaging, does that mean that I can use the reaction twice so I can draw a card twice?
In combination with The Fires of War, yes. Correction: No, because a Reaction cannot respond to a trigger more than once (see below), and FIres of War does not override that general rule.

The comprehensive rules states: "A player may not use the same copy of a Reaction or triggered trait more than once to a single trigger."
Doesn't that mean you can't use Outsider Keep to react twice to the same engagement?

Just to check my understanding - if you used Fires of War on Outsider Keep, and engaged at TWO battlefields over the course of the Battle phase, then I could react to each battle with Outsider Keep, right?

Yes, that's correct, because each battle engages separately (http://rules.l5r.com/CE_Battles#B._Combat_Segment).
