A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I apologize if a similar question has already been asked, but I searched the forum and found nothing with regard to this.
My opponent flips Delayed Arrival during his events phase and targets my personality with an attachment. I use wooden barricade to transfer said attachment to another personality. Does Delayed Arrival keep the new personality from assigning?
Delayed Arrival Event Target a Personality. His unit may not be assigned to attack you until your next turn begins.
Wooden Barricade Holding Bow this card: Produce 2 Gold. Open: Even if this card is bowed, choose your two performing Personalities: Transfer a target attachment on one of them to the other. If the attachment transferred, straighten it

Does Delayed Arrival keep the new personality from assigning? No.
Delayed Arrival stops the targeted Personality's unit assigning: it doesn't stop individual cards (other than the Personality) assigning.
