Flood the Earth (L5R rules board)

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. If i'm not allowed to ask about E@W yet then apologies. A few quick questions about the following card:

Flood the Earth Gold Cost: 0

Thunder Will only attach to a Thunder Shugenja. Battle: Destroy this card and bow this Shugenja: Create a Terrain Strategy with the ability "Battle: Non-Naval Personalities at this battlefield bow after the resolution of each action they perform," and take an additional Battle action to play it (if legal).

Focus Value: 2 ------ 1) If there is a terrain in play already, can the action be taken?

2) If the action can be taken even with a Terrain in play, what happens to the created Terrain?

3) When the Terrain is created, does it go to the players hand or does it float in some void area till it is played.

4) If a card was created/existed that returned a terrain to hand (i don't know if one existed before i didn't play pre-samurai) would this go to hand ?
