So quick question:
Player A attacks Player B. Player B plays retribution to create his own battle phase. He assigns one personality to Provence 1.
Are battles created at all provinces or just the original one that has been assigned to?
Can Player B use Unwavering assault to go to Provence 2? or 3? and/or 4?

Yes, battlefields are created at all Provinces as usual.
You may only ASSIGN one unit, but any other units may be MOVED to any other battlefields as long as you have effects to do so (like Unwavering Assault).
