Chugo Seido Reaction: When another player's action would target one of your personalities, destroy this card: The action instead targets one of your Samurai of your choice at the same location, if legal.
Utogu no Oni Battle: Destroy a target enemy Follower or Personality with equal or lower Gold Cost and no Followers.
The sequence is as follows:
1. During a battle, Utogu no Oni's controller announces its Battle action, trying to destroy Togashi Gato who has no attachment. 2. The controller of Gato destroys Chugo Seido and redirects Utogu's action to another Personality (Samurai) with a follower at the same location. Both targeted Personalities fulfill the cost requirement of Utogu's action.
Is the redirection legal? How does it resolve? Will it destroy the follower or the whole unit? If not, can Chugo Seido redirect the action to the follower, not the Personality?
Thanks.

Is the redirection legal?
No. The new target must fulfill ALL the requirements of the original target in order to be legal. In your example, the new Samurai does not because he has a Follower.
How does it resolve?
You may still choose to take the reaction, but if you have no new legal target the effect will fail and the targeting won't be changed.
Will it destroy the follower or the whole unit?
Neither.
If not, can Chugo Seido redirect the action to the follower, not the Personality?
If the Follower has the "Samurai" keyword, as is a requirement of Chugo Seido. However, no CE-legal Followers do.
