I have face down Ninjutsu personality. My opponent targets another personality, and I want to use Chugo Seido to redirect to the facedown person, who is a samurai when flipped over. Can I target the facedown to flip him over, becoming a legal target? I would think no, because I would have to target a samurai first.

Good Faith Rule demands that a face up Samurai Personality you control be present before you can use Chugo Seido's ability.
