Yodin Sensei VS Tax Collector

Hi,

Can I use Tax collector if I play Yodin Sensei ? I think yes because I understand that I am not trying to target another player's personality. The trigger to activate the Tax Collector is : a personality assigns to attack one of my provinces. I do not need to target it, perhaps I may target the controler of the personality. I understand that this holding's ability may be compared to Shosuro Maru's ability.

Am I wrong ?

Card Text : Yodin Sensei : You cannot target other players' Personalities with card effects.

Tax Collector : Reaction: When a Human Personality is committed or moves into battle at one of your Provinces, bow the Tax Collector to force the Personality's controller to either pay 5 Gold, discard a card from his or her hand, or send the Personality's unit home bowed.

Shosuro Maru : Open: Bow Maru: Target a player. He targets an unbowed Personality he controls. Bow the Personality.

Thanks in advance, Rémi
