If I use Enticement to take control of another player's Shiba Ningen (Experienced 3) during my turn, and then I use his ability to create a personality using the ability:
Limited: Gain 2 Honor. Create a 2F/2C/2PH Phoenix Clan • Samurai • Yojimbo Personality. You may not use this ability again while the created Yojimbo remains in play.
Let's assume the personality I created is not destroyed, can the owner of the card use the ability again after he regains control of Ningen?

Yes.
A new player is not using the ability "again". Also, references to "you" checks who initiated that particular action. Precedent: Isawa Fosuta (Experienced):
