Hi,
1:If I use cowed by wisdom to negate the movement of unpredictable strategy, because my opponant targets his own units, one in current battlefield and one at home, will the second target personality (at home) still move if I negate the personality in the current battlefield from moving?
2: If I used cowed by wisdom to negate the movement when my opponant plays weigh the cost, do the effects of weigh the cost still resolve?
Cowed by wisdom: Reaction: Before an action's resolution: Negate the action's movement of Personalities that are not yours from the current battlefield.
Unpredictable strategy: Battle: Target a unit, and another unit controlled by the same player at any other location. Switch the two units' locations. Straighten them if they moved.
Weigh the cost: Battle: Move your target Samurai Personality home: Bow him. Raise or lower the current battlefield’s province’s strength by 2. You may target an enemy Personality and give him -3F.
Thanks for your time

No the second targeted Personality will not move, per Switch in the Glossary: "If the area change of any one card is negated or fails, all other area changes from that switching also fail. This is an exception to the rule that effects are independent. "
2: If I used cowed by wisdom to negate the movement when my opponant plays weigh the cost, do the effects of weigh the cost still resolve?
Yes, because Cowed by Wisdom cannot be used to negate this movement. As my esteemed colleague Dan wrote there: "Before an action's resolution is before any of its effects occur, but after costs are paid. The costs of sending home a Samurai for Weigh the Cost [...] will have occurred before you can use Cowed by Wisdom's action."
