Scout armor & non-action effects.
May scout armor's ability be used if during the course of an action being resolved a focus effect or trait bowed the personality. i.e no hope or discretionary valor. Will it work when a personality bows in conjunction with debt collector when the cost of an action or the cost of an entering play effect an action produces is being payed for?

No. Scout Armor's Reaction may be taken after the resolution of an action that bowed this Personality (card text), which means the bowing must come from the action (a cost or an immediate effect), not just during its resolution. Traits, like Focus Effects, whose effect bows him during the action's resolution, will not trigger Scout Armor's Reaction.

No, the Personality is bowed by Debt Collector, not by the action itself, so you cannot use Scout Armor to straighten him.
