L5R CCG Rules board, 4 February 2010

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I think I know the answer to this question already but I want to clarify it and to ensure that the obvious intention of the card is correct.

If I don't control a ring can I draw the cards anyway or is the control of a ring a requirement of playing the action?

The confusion arises when there isn't the word target with regards to the ring and the bowing of a monk or shugenja is conditional on controlling a ring.

Card text:

Open: If you control a Ring, bow your target Shugenja or Monk: Draw 2 cards.

"If" conditional statements between colons on cards are conditional requirements. If you do not meet them, you may not play that card.
