If I have a personality that is targeted by Game of Sincerity, am I then able to play justly earned victory to negate the "Neither Personality contributes Force in this battle's resolution" portion of game of sincerity, or is that not seen as being a force bonus or penalty?

The latter. Nothing happens to the card's force -- they're just not added to the total for the army.
