Hi,
Recon Limited: Target a province. Other players may not use abilities on cards in play at other locations (except Strongholds) during battles at that province's battlefield.
With this ability active, does it include such things as Rings and holdings (that i think are classed as being in play at their owner's home?), or does it just cover personalities, their attachments and regions?

Holdings and Rings are also in play. They are covered. Any card in play (not in provinces, discard piles, decks or hand) is covered, except for Strongholds.

Brought on by this.
What exactly is a Region's location during a battle? Will it vary depending on the phase of the turn?

What exactly is a Region's location during a battle?
Physically marked card states, Locations: "Regions attached to a battlefield’s associated province, are in play at their battlefield."
As a consequence, Shinjo Emiko's Recon action's effect does not prevent other players from using abilities on Regions they control at the current battlefield during battles at the targeted province's battlefield.
Will it vary depending on the phase of the turn?
Yes. While the Region's associated province has no battlefield, the Region is located in its controller's home, although the card always remains physically attached to its associated province.
Physically marked card states, Locations: "Cards in play have a location – the home or a battlefield."
