Can a Personality with printed tactical actions (ex. Ikoma Tobikuma or Akodo Seiichi) use said tactical actions before or after using their own Tactician keyword (pitch a card for force bonus) in the same turn?
To simplify...
Can I give Tobikuma cavalry as an open action...and then pitch a card to pump his force during the battle?
Per the glossary, each Tactician can only perform one Tactical action per turn.
The Tactical Battle ability, that all players have, is performed (see Perform), and so is Ikoma Tobikuma's ability or Akodo Seiichi's.
As a consequence, if you take Tobikuma's own Tactical action to make him gain the Cavalry keyword, he has just performed one Tactical action so he is forbidden to perform another one until this turn ends, such as the Tactical ability from the rulebook.
