I'm hoping to go to Kotei this year and wanted to get some stuff straightened out first.
1. I was told any action on a ninja personality counts as a ninja action is this true? If so is the same true for tacticians? 2. Can I use Touch of Ice on my turn without bowing the shugenja? 3. Can Falling Leaf Strike be us like Unwavering Assault as far as enemy prescence goes? 4. Does Unpredictable Strategy count as moving? 5. If a card like Shunran lose force bonuses, does he also lose his +2F for attacking? If so then does this also negate the guidance? 6. If I Retribution can I use my personalities battle abilities again? 7. Can I choose to dishonor a dishonored personality? 8. Does the Scorpion guidance negate the honor gain from Well Defended Border? 9. Do I still have to be the attacker for Ring of Earth's reaction or can I just be allied to get it into play?
1. For the first part, yes, any action printed on a personality with the Ninja keyword is a Ninja action. Yes, every action on a personality with the Tactician Keyword is a Tactician action. However, it is NOT a Tactical action (which is restricted by the Rulebook to once per turn) unless otherwise printed as such.
2. No, the "If it is not your turn" is a restriction to playing the action
3. No, the targeting of the enemy personality on Falling Leaf Strike is required targeting, and thus must be met to be able to use the action.
4. Switching is the same as moving. If one movement is negated, the other one is as well. (Hamstrung, Travelling Papers, The Height of Courage, etc)
5. That depends on the effect that negated the force bonuses.
6. All abilities are once per turn unless otherwise stated. Retribution does not create a new turn, it only creates a new Phase.
7. That depends on the effects. If you have a choice in the matter (say, Bayushi Kurumi Experienced's action), then yes, you may choose to dishonor a dishonored personality, and the dishonor effect will simply fail.
8. If you mean "Bayushi's Guidance", then yes. Well-Defended's honor gain is during the Dynasty Phase, which is reduced by one via Bayushi's Guidance.
9. You must be the Attacker or the Defender to play Ring of Earth via its text. Allies may not play Ring of Earth for being on the winning side of a battle.
Please make sure to specify the cards you want questions answered about, with actual card names. Generalities make it difficult for both us, the Rules Junta to answer and other players to find answers when they search the Rules Forum.
Please use the Search Function before you ask questions, as they may have been asked and answered already.
Good luck at the Koteis!
