If I buy Bayushi Hisoka xp and pay the 4 additional gold to use his reaction to destroy a province, and I target the province that he was in when I bought him, does the province refill before it is destroyed or is it destroyed before the normal refilling?
Card Text- Scorpion Clan • Courtier • Imperial • Experienced • Loyal • Unique • Imperial Chancellor Political Reaction: Once per game, after Hisoka enters play, pay 4 Gold: Destroy a province belonging to a target player with 2 or more provinces. Until the game ends, once in each of his turns, he may refill one of his provinces face-up. Political Limited: A target player with 4 or more provinces loses 2 Honor.
It seems like it would refill but I want to be sure.

I'm curious how this happens with Akuma being in the province he destroys.

In the thread for the first link, Genji says that the province refills before his reaction triggers, but in the second, Zen says that Akuma's trait destroys the province before it refills.
From what I remember, a trait would happen before an action. Is there a reason I'm missing for why these cards have different timing than I thought?

Regarding this
Genji says that the province would be refilled then destroyed, but the CR about provinces state:
When a card leaves a province and the province then holds fewer than its maximum number of cards, effects triggered by the card leaving the Province or entering play resolve first (including effects of Events that resolved from that Province). Then, if the Province still holds fewer than its maximum number of cards, it is refilled with a face-down Dynasty card from the top of the Province’s owner’s deck, unless something else has refilled it.
(emphases mine)
So the province would be destroyed before being refilled.

Please stay tuned. Under discussion

The consensus is that "entering play effects" includes BOTH Reactions whose trigger is after a card enters play, and traits on a card that trigger after the card enters play.
The province will not be refilled with a card.
