Does Enough Talk! target?

Iaijutsu Reaction: Before the resolution of a Political action performed by a Personality, target your unbowed Samurai: He challenges the other Personality. Destroy the duel's loser. If your Samurai wins the duel, the Political action's effects do not happen.

It has been explicit since LE the presence of the word "target" to classify as targeting.

but citing: http://rules.l5r.com/CE_Challenges_and_duels

Effects may substitute one Personality for another in a challenge or duel. This does not change the original targeting of the challenge. The new Personality carries out the remaining steps instead of the original one, goes through resolution and takes the consequences of winning or losing.

So does that mean to initiate any duel in general requires targeting? Including Enough Talk! which explicitly does not have the "target" word in its text.

Thanks in advance~!

Does Enough Talk! target?

Only your performing samurai, not the other Personality. It would say explicitly if it did.

No. It just means that IF a duel targets a Personality, and an effect specifically substitutes another Personality for him, that doesn't change that targeting. But the part you highlighted doesn't give or imply implicit targeting in duels.
