CE: Celestial Refill/Border Keep

L5R CCG Rules board, 12 September 2009 to 14 September 2009

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Note they must be revealed in a province, so the card being discarded in other ways (i.e. via Paneki) is not good enough.

Border Keep:

Limited: If it is your first turn: Put one or more cards in your provinces at the bottom of your deck, refilling the provinces face-up. Limited: Once per game: Put one or more cards in your provinces at the bottom of your deck, refilling the provinces face-up.

If I use Border Keep's action to refill all four of my provinces, and a Celestial pops up in any of provinces 1 through 3 and enters play immediately, do I refill the Celestial's province face-down immediately? Face-up? Or do I continue to refill my provinces face-up (as per Border Keep) and then refill the Celestial province face-down?

Thank you.

Refill all your provinces, turn all cards face-up, bring all revealed Celestial cards into play simultaneously (see the rulesheet in starters from Path of the Destroyers), refill their provinces face-down.

As written in the FAQ, Border Keep's action refills all provinces face-up simultaneously. As my esteemed colleague explained there, when a card "refills a province face-up", its entering the province and turning face-up are simultaneous. At last Border Keep's effect that refills the provinces face-up only applies to the refilling from its own effect, not to any refilling that happens in the chosen provinces while the action resolves. As a consequence, if you use Border Keep's action to refill your four provinces, all of them are refilled at the same time by a face-up card. If any of them are Celestial cards, they enter play simultaneously and their provinces are refilled normally (face-down).
