What exactly does it mean for an action to have resolved? Specifically if a dragon player, playing Pillars of Virtue, plays Sneak Attack and then announces a battle kiho action, if the defender plays reinforce the gates; can the dragon player use the reaction on Pillars of Virtue?
Reinforce the Gates and Pillars of Virtue
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Even if Reinforce the Gates makes it such that the effects of a Kiho "do not happen", the action is still considered to have resolved. Someone who casts a Kiho and has it's effects fail via Reinforce the Gates may use Pillar of Virtue's Reaction to take an additional Battle Action.
