If I was able to target Achirin with Konyo's ability during an attack during the Limited phase (due to ambush + Unexpected Arrival) would I be able to get an extra use out of Achirin's ability? Would it matter if I've used his ability already or not?

No, Achirin's Limited ability is not an "ability on a Spell in that unit" (Iuchi Konyo's text) because Achirin is not a Spell, Achirin is a lovely Ratling Personality with smooth fur.

My mistake in the above example.
I'm looking for a general ruling that if an ability like Konyo's that let an ability "be used an additional time this turn." were to be used on an ability that said "Once per game" would this:
A: Not effect it at all B: Let you use the action once more this turn (but both uses of it would have to be this turn) C: Let you use the action once more this turn (but only if you havn't used it yet) D: Let you use the action once more this turn (Doesn't care about the two above conditions

Any effect that lets you use an action "an additional time per turn" only supercedes the standard rulebook text on actions: i.e. that they are once per turn by default.
If an action has a different text (Once per game/per battle) on how often it can be used, such effects will not allow additional uses.
