Does Oki's entering play honor gain via her trait count towards a players once per turn honor gain for bringing in a personality at full cost?

No. A player may purchase a Clan-Aligned personality at full cost and gain his Personal Honor, and also buy Oki and gain 3 honor from her trait in the same Dynasty Phase.
